Energy Labelling Framework Regulation finally adopted

On 26 June 2017, the legislative process on the European Commission’s (EC) proposal for a new Energy Labelling Framework Regulation came to an end. The Energy Council finally adopted the new law after a deal was reached by the institutions in Trialogue during the night of 22 March, which was approved by both the European Parliament’s ITRE Committee and Plenary in April.

The new framework sets rules for the rescaling of products, which the institutions have agreed to base on technological advancement, which is undoubtedly essential. The new framework, however, also requires the EC to set up a new product database as of 1 January 2019, consisting of a public interface providing consumers with information and a compliance interface providing information to market surveillance authorities and the EC. Regulators have listened to industry’s concerns regarding confidential business information in their more flexible definition of the “technical documentation” that must be uploaded on the new compliance interface. All in all, however, this database remains a thorn in the side of industry, since we do not believe that any database can replace physical checks of products. The details will now be worked out in subgroups of the Ecodesign & Energy Labelling Consultation Forum, in which Orgalime participates. The new framework will be relevant for the implementation of the new Ecodesign Working Plan 2016-2019. New energy labelling requirements for electronic displays will be debated in the third meeting of the Forum this year on 6 July 2017.
