Directive 2012/19/EU (WEEE): Draft Implementing Regulation on registration and reporting of producers of EEE and the frequency of reporting to the register

In view of the upcoming stakeholder meeting on the Waste Electrical and Electronic Equipment (WEEE) Directive 2012/19/EU on 29 September 2017, Orgalime has published a position paper outlining a number of joint observations on the Commission’s Draft Implementing Regulation on registration and reporting of EEE producers and the frequency of reporting to the register.

Since the first WEEE Directive entered into force in 2003, Member States have transposed and implemented the requirements related to registration and reporting differently – creating significant administrative burden for companies that operate in several Member States.

Orgalime therefore welcomes this Draft Implementing Regulation and supports the objective of Article 16(3) of Directive 2012/19/EU (WEEE) and ongoing implementation work towards harmonising registration and reporting procedures and frequencies. Establishing a harmonised format for registration and reporting, as well as a common understanding on the frequency of reporting to the register, can help reduce unnecessary administrative burden and costs while contributing to the environmental objectives of the WEEE Directive. However, we also have a number of suggestions on how to improve the Draft Implementing Regulation.
